Milton Kirby to Serve on Georgia Board

The GMSDC is a non-profit organization established in 1975 as a regional office of the National Minority Supplier Development Council (NMSDC). As one of the largest of 39 Councils nationwide with the largest number of certified and ethnically mixed MBEs in the Southeast region, the GMSDC is comprised of a network of corporate members and certified minority business enterprises.
The mission of the GMSDC is to foster and expand mutually beneficial economic opportunities between MBEs, corporations, and government entities within the state of Georgia; and to help build a stronger, more equitable society by supporting and promoting minority business development.
For thirty-five years the GMSDC has served as a credible, one-stop source for identifying and accessing qualified minority suppliers. For minority entrepreneurs the council represents opportunities to enhance the business and competitive infrastructure while providing increase exposure to significant business prospects.
Kirby, president and CEO of Allied Logistics, Inc., was officially introduced as a board member at the GMSDC’s Annual Meeting on January 13, 2010.  The appointment is for a two year term.  
I am indeed honored and humbled to serve on the board of the GMSDC.  The GMSDC was selected as Council of the Year in October at the NMSDC 2009 Conference and Business Opportunity Fair.  The prestigious Council of The Year recognition symbolizes and provides evidence of the vital role the GMSDC has played continues to play in the development of MBEs in Georgia, said Kirby.  
As an MBE representative on the board, I recognize the challenge and accept the responsibility to vigorously advocate the needs and wishes of my fellow MBEs, said Kirby.

Listening to Traffic in the Hudson Valley

PR Log (Press Release) – Feb 24, 2010 – (Woodbridge, VA.)  SmarTek Systems shipped 136 of its SAS-1 Passive Acoustic Highway Traffic Sensors to be used by New York State’s Hudson Valley Transportation Management Center (HVTMC).  The HVTMC is using the sensors to provide additional information to travelers on the parkways and highways under its purview.  These improvements are designed to enhance motorist safety while helping to reduce traffic congestion and its environmental impact.  
The Hudson Valley Transportation Management Center gathers and distributes traffic data for highways in Westchester, Rockland, Putnam, Dutchess, Orange, Columbia, and Ulster counties in New York State.  The current projects are to install CCTV cameras and traffic monitoring sensors along the Hutchison River Parkway, the Cross County Parkway, the Sprain Brook Parkway, and the Saw Mill River Parkway to improve traffic monitoring equipment in the region.  The sensors and systems will give the HVTMC more information regarding current traffic conditions. In turn, the HVTMC will better provide assistance and information to the traveling public on routes to use to avoid congestion.
Due to the rocky terrain and extensive monitoring area, cellular modems are being deployed for traffic data collection.  Most sites are designed to be solar powered.  The SAS-1’s low power requirements for multilane monitoring ensures that reliable solar powered data collection can be provided in all temperature extremes and weather conditions prevalent in the Hudson Valley. Each SAS-1 Traffic Sensor provides per lane highway traffic volume, vehicle classification, lane occupancy (a traffic density function) and speed at user defined intervals suited for the communications medium.  
The economic downturn which has left many states and municipalities looking for alternatives to funding large highway projects in efforts to increase highway and freeway capacity.   Installing “smarter” traffic management equipment, or intelligent transportation systems, has been a way to increase traffic flow along major highways and traffic arteries, usually at less than 1% of the cost of adding additional lanes with more pavement.   The real time traffic data allows traffic managers to respond to accidents or other incidents, and the general public can take alternative routes or delay travel until routes are cleared.

Texting While Driving Creates Challenges For Law Enforcement

PR Log (Press Release) – Feb 18, 2010 – According to the National Highway Traffic Safety Administration, nearly 6,000 people died in crashes involving distracted driving in 2008. That’s why the federal government is ramping up an educational campaign against "distracted driving," reinforced by an array of new state laws against texting or talking on a cell phone while driving. Some penalize the behavior; others even criminalize it.
The measures come as insurers have begun seeking ways to avoid shouldering massive liability for inattentive customers. And the families of those killed or injured have begun organizing highly visible, sometimes wrenching campaigns to battle the perception that cell phone use is a harmless part of a driver's daily routine.
16% of all traffic fatalities were caused by distracted driving. In addition, 500,000 were injured in 2008 in accidents involving some form of driver distraction, the U.S. Department of Transportation reports.
Cell phone use affects a driver's reactions as much as having a blood-alcohol level of 0.08% -- the legal threshold for driving while intoxicated -- a University of Utah study has indicated.
Despite the potential dangers, more than two-thirds of people in a 2009 AAA survey admitted talking on a cell phone while driving.
Local jurisdictions in many states, including North Carolina, have introduced laws clamping down on distracted drivers. In all but six states, local jurisdictions can pass additional restrictions.
Nineteen states and the District of Columbia have banned texting while driving outright or have enacted limited texting bans.
Novice drivers are banned from texting in nine states.
Six states and the District of Columbia have banned handheld cell phones for all drivers.
The use of all cell phones, handheld or otherwise, by novice drivers is restricted in 21 states and the District of Columbia.
The use of all cell phones while driving a school bus with passengers is prohibited in 17 states and the District of Columbia.
On Tuesday, a federal law went into effect prohibiting commercial bus and truck drivers from texting while driving. The measure carries penalties of up to $2,750.
The consequences of breaking cell phone driving laws vary by state. In five states, drivers can be pulled over for using a cell phone illegally without first committing another offense, such as speeding. Texting while driving is a primary offense in 17 states.
In Missouri, for example, sending messages while driving is a primary offense for drivers under 21. Offenders can be fined up to $200 and get two points against their licenses.
In New York or Connecticut, you can get pulled over and ticketed just for holding your phone while driving.
There have been cases with more extreme consequences. A Seattle man was recently sentenced to five years in prison for vehicular homicide because he was texting while driving when he hit and killed a bicyclist. According to The Seattle Times, the prosecutor used phone records to prove the accident occurred while the driver was sending a text.
Distracted-driving laws may exist, but enforcing them is problematic. Unlike speeding -- a violation police can catch with a radar gun -- it's not always easy for officers to see whether drivers are using their cell phones, especially if a driver is texting with the device in his lap.
Since Missouri's law went into effect in August 2009, the Missouri Highway Patrol had issued just 13 tickets for young drivers caught texting, resulting in eight convictions, the St. Louis Post-Dispatch reported recently. A patrol spokesman says he thinks many warnings have also been issued. When a new traffic law is introduced, enforcement officials often work toward building public awareness before handing out tickets.
Texting and talking while driving are also problems among teenage drivers, research shows. A National Highway Traffic Safety Administration study found that 8 percent of drivers aged 16 to 24 were observed talking on a cell phone, compared to 6 percent of 25- to 69-year-olds and 1 percent of drivers over 70. And new drivers are inherently susceptible to accidents; accident rates are highest among 16-year-old drivers.
But not all teenage drivers comply with bans, and they can be difficult to enforce. An Insurance Institute for Highway safety study of North Carolina teenagers found that the percentage of teen drivers using cell phones increased after a ban went into place, even though two-thirds of teenagers surveyed said they were aware of the law.Some corporations prohibit texting while driving. Comcast, Sprint and Winston-Salem, NC based car dealership Frank Myers Auto Maxx all ban the practice among working employees.
Tracy Myers, owner of Frank Myers Auto said, "The use of cell phones and texting creates distractions for all drivers especially those that are inexperienced drivers. A teen can create and send a text message in 10 to 15 seconds. Driving 60 mph covers more than 80 feet per second. One text could equal a tenth of a mile that a driver is not paying attention to their driving. Our goal is to increase the awareness of how dangerous and serious this problem is."

The Importer Security Filing or more commonly known as the 10 Plus 2 form must be filed within 48 hours of a shipping vessel leaving the port of origin with any household or other goods slated for the United States on it. While the responsibility of the moving company, consumers or transferees should know that this is now being enforced by the US Customs and Border Patrol to quell any efforts of smuggling or other illegal activity. If a person is moving goods into the US, this form has to be filed on time.

If the form is not filed with Customs in that time period, a container can be seized at the US port and be completely inspected. The cost of that seizure and inspection will solely rest on the person who owns the contents. It could run a person thousands of dollars. If a company is relocating that person, the company could wind up incurring that cost depending on their relocation policy. Fines can be as high as $5,000 per violation and as much as $25,000 per shipment.
